Program Manager (Co-op)

About the San Francisco Community Land Trust:

The San Francisco Community Land Trust (SFCLT) is a nonprofit organization whose mission is to create permanently affordable housing for low-to-moderate-income people through community ownership of the land. Guided by the principles of anti-displacement and racial justice, SFCLT stabilizes neighborhoods, and creates greater access to housing and homeownership opportunities with a focus on BIPOC communities previously excluded from access to wealth, and in particular, access to homeownership opportunities. SFCLT currently has in its portfolio 15 buildings, over 250 residents, and a tripartite board made up of 1/3 residents.


Summary of Position:

SFCLT seeks a Program Manager to help build and maintain a strong, well-functioning, community-based and democratic organization rooted in empowered resident participation. The Program Manager’s core responsibilities are: 1) resident organizing and co-op education and 2) resident social and financial support services. The Program Manager will also collaborate with the staff on the following:; identifying/assessing co-op transition readiness across buildings in our portfolio; engaging in lease up/vacancy filling for our group/congregate living buildings/communities; and providing externally facing outreach and education workshops/presentations on coops and the CLT model.

Core Duties & Responsibilities:

Resident Organizing/Co-op Education (40%)

  • Review, further develop and maintain the SFCLT Resident Education Program, with a particular focus on co-op functioning, training, and co-op committee work, which includes the maintenance, vacancy-filling, finance, and executive committees. 

  • Work with three existing self-managed co-op communities to identify needs and provide tailored co-op education and training.

  • Support the monitoring and evaluation of the education program.

  • Recruit SFCLT residents to participate in the SFCLT board, resident-led bodies and other activities.

Resident Support (30%)

Focused primarily and initially on SFCLT’s three self-managed coops:

  • Ongoing assessment of resident needs across the portfolio and triaging of resident needs to determine which types of social support and financial empowerment tools are appropriate for which residents, and prioritizing cases/groups of residents with more urgent needs than others.

  • Connecting residents to social support: tenant counseling, rent relief, conflict mediation, social services needed due to the needs of particular groups related to but not limited to: disability, mental health, drug/alcohol rehabilitation issues, senior assistance, and services for minors.

  • Crisis management & mediation.

  • Support maintenance at the self-managed coops, including residents taking on those tasks.

Collaborative Work (30%)

  • Engage in lease up/vacancy filling for the self-managed coops. Ensure there is an agreed upon marketing and lease-up process for each property that meets both regulatory requirements and residents needs.  

  • Identify/assess co-op transition readiness across buildings in our portfolio.

  • Provide externally facing outreach and education workshops/presentations on coops and the CLT model as capacity permits.

  • Ensure residents complete annual tenant income certifications.

  • Annual budgeting process - engage residents in annual YTD (year-to-date) review and discussion re: budget priorities for coming year.

Qualifications/Skills/Experience:

The ideal candidate will have experience working with people from diverse socio-economic and cultural backgrounds; passionate about the organization’s mission, and CLTs & Co-ops. They will possess excellent skills in community organizing and project management, specifically: 

  • Minimum of 1 year experience with affordable housing or community development organization.

  • Minimum of 1 year direct experience with training and/or curriculum development for housing cooperatives/group living, HomeOwner Associations, or worker cooperatives.

  • Personal knowledge of land trusts and/or housing cooperatives.

  • Commitment to racial justice principles.

  • Leadership skills, including public speaking skills.

  • Excellent written and oral communication skills. 

  • Demonstrated ability to plan and manage a service-oriented program, including budget management.

  • Ability to quickly establish credibility and build strong working relationships with diverse groups of people.

  • Ability to maintain a high level of confidentiality.

  • Results-driven and team-oriented work style.

  • Well organized and detail oriented.

  • Proficient user of Microsoft Office Word and Excel software, with proficiency in Asana being a plus.

  • Local candidates given preference.

While not required, skills or experience in any of the following areas/activities are desirable:

  • Bachelor’s Degree 

  • Fair Housing Certified

  • Grant writing/grant reporting experience

  • Working with low- and moderate-income households 

  • Working with communities that include children, seniors, people living with disabilities, transgender communities, people living with HIV/AIDs, and people living with mental health issues those engaged in drug rehabilitation

Salary & Benefits:

  • Salary: $70,000 - $110,000 per year, depending on experience.

  • Sabbatical policy (11 weeks after 4 years)
