Preserving Homes, Building Power, Expanding the Model
SFCLT’s work connects across three pillars:
Preserving
affordable
homes
Building
community
power
Expanding the community
land trust model across
the Bay Area
Expanding the community
land trust model across the Bay Area
We support tenants fighting to stay in their homes, help emerging
CLTs take root, and strengthen the ecosystem that makes community ownership possible.
Our programs serve residents, partner CLTs, foundations, lenders, and public agencies — all working toward a shared goal: housing for people, not profit.
Resident-Centered Housing Preservation
SFCLT works directly with San Francisco residents to prevent displacement, preserve affordability, and create pathways to cooperative ownership. We work hand-in-hand with tenants to help collectively purchase their buildings and manage them democratically for the long term.
That process of acquisition looks like this:

CLT Support
SFCLT plays a leadership role in strengthening the regional community land trust ecosystem. Through technical support, peer collaboration, and financial infrastructure, we help new and existing CLTs grow, stabilize, and thrive.
CLT Capacity Collaborative
The CLT Capacity Collaborative is a regional peer network that brings together land trusts from throughout Northern California to share knowledge, coordinate strategy, and strengthen our collective impact. Started in October 2023, the CCC has grown to include 18 community developers, ranging from established organizations that have been doing the work for decades, to newer CLTs that are exploring their first acquisition.
Through regular meetings, the Collaborative creates space for shared learning, problem-solving, and movement-building across the Bay Area’s CLT community. Members discuss a wide variety of helpful topics such as:
Best practices to pursue funding opportunities
Shared strategies and tools to take on the
professional aspects of CLT development
Peer-to-peer learnings to navigate
complex real estate processes
Experienced advice in fundraising
and organizational development

Capacity Catalyst
The Capacity Catalyst program provides one-on-one assistance and support for CLTs at different stages of development. The initiative provides project-specific low-cost or free technical services—such as consulting in real estate development, financial management, and construction management—offered by experienced SFCLT staff. By supporting these organizations to understand and undertake these complex tasks, SFCLT helps CLTs across the region become more skilled and better positioned to serve the needs of their communities.
For emerging and established community-based developers:
Brokerage services to identify
mission-aligned properties for acquisition
Asset Management consulting to ensure
properties can remain fiscally stable
Pro forma development assistance
to help budget for acquisitions
Construction Management
consulting to assist in the completion
of projects both big and small
With a successful pilot of the Catalyst Program in 2025, SFCLT is planning a full launch of the program in 2026, offering coordinated, below-market technical support to organizations across the region.

Bay Area Preservation Finance Table (BAPFT)
The Bay Area Preservation Finance Table is a regional initiative convened by SFCLT to build a coordinated, sustainable ecosystem for community ownership.
BAPFT brings together CLTs, affordable housing nonprofits, cities, foundations, and lenders to develop shared financial tools and strategies that make preservation at scale possible.
The Table aligns local and regional efforts to:
Grow cross-sector collaboration throughout
the community ownership movement
Share innovative capacity strategies
to expand community ownership
Build collective advocacy power to influence
public and private financing opportunities
The BAPFT breaks down silos and builds movement infrastructure. By bringing together the many stakeholders across the region, the BAPFT helps to ensure community ownership is central to how we collectively envision a more affordable Bay Area for working people and their families.
