Saki Bailey is the Executive Director has a deep understanding and knowledge of the research, practice, policies and regulation of community land trusts, housing cooperatives, and other shared equity ownership models. Prior to coming to SFCLT, Saki served with the Bay Area Community Land Trust (as staff, board member, and consultant, as well as President of the board) and through BACLT advocated for policies that support community land trusts and limited equity housing cooperatives to thrive. She was a founding member of the working group on the Berkeley Tenant Opportunity to Purchase Act and served as Chair of the California Community Land Trust Network’s Subcommittee on LEHCs, responsible for incubating the Housing Justice Tax Equity Act (AB 1206). As a board member of the California Community Land Trust Network, she serves as co-lead on supervising the design of a statewide survey of Community Land Trusts, the first of its kind, together with researchers at UC Berkeley’s Urban Displacement Project.


Keith Cooley

Keith Cooley is the Asset Manager at SFCLT. He has lived in the Richmond District of San Francisco for the last 12 years. Keith has experience in managing property, as well being involved in the fight for affordable housing, particularly for Seniors and Artists. In another lifetime he attained a post-graduate degree in Urban Planning at the North London Polytechnic and worked at the London Borough of Haringey with Jeremy Corbyn, who recently became the Leader of the British Labor Party.

Christina Castillo

Christina Castillo is the Project Manager and has a wealth of experience in coordinating, implementing, budgeting, and developing programming with a proven track record of being able to successfully implementing new programming and staying within budget guidelines. She has successfully assisted families with maintaining housing and finding sustainable housing and has supervised their progress with goals and have encouraged both personal and professional development. Christina has experience and deep commitment and knowledge of the need for affordable housing; along with understanding and knowledge of HUD-guidelines, Bellow Market Rate Units, interfacing with both Landlords and tenants all of these skills.


Junli Dai

Junli Dai is our Program Assistant, who works with Columbus United Cooperative. She is bilingual in Mandarin and English. She has over 11 years of professional customer service experience from previous jobs in China. When Junli moved to San Francisco, she worked for Mercy Housing as Front Desk Volunteer. Junli also works for Asia Law Caucus as an Office Assistant to assist the Finance & Operation Manager on Wednesdays.
